Two crude explosives exploded in the Ukrainian capital on Thursday, causing the death of a national guard serviceman and injuries to four other individuals, among them two police officers. In a related move, a plan to keep immobilized an estimated €210bn of Russian central bank assets within the EU is set to be ratified.
